Multinational seed companies have started introducing, testing, and submitting their hybrid varieties of maize, sorghum, sunflower, and sudax for registration and release. In practice, more than 90% of cereal seed requirements, as well as nearly all legume, oilseed, and fodder crop requirements, were met by other sources, primarily the private sector. Onion and tomatoes are the most important vegetable crop grown extensively in tropical and sub-tropical climate.

Pakistan’s seed sector is dependent on two key regulations, the seed amendment act of 2015 and the plant breeder rights act 2018. Pakistan is both a producer and importer of hybrid crops and products. With the introduction of the kisan card, Pakistan has achieved a long-term goal of agricultural development.

The scheme unites 3.5 million farmers under a centralized system that streamlines the issuance of loans and subsidies while tracking the farmers' entire farming activity. Subsidies for cotton, wheat, rice, sunflower, and canola seeds, as well as fertilizer funds, would be administered through it.
