Pothole Patching Machine Market to Reach USD 864 Million by 2034 as US Highway Funding Deadline Meets Record UK Road Budgets

By Growth Market Reports Research, published , updated

Ontario, California, 28 September 2026. The global pothole patching machine market was worth USD 565 million in 2025 and will reach USD 864 million by 2034, growing at a CAGR of 4.8% from 2025 to 2034, according to the new Pothole Patching Machine Market report from Growth Market Reports. The report finds a market pulled in two directions this autumn: US federal highway authorizations under the Infrastructure Investment and Jobs Act (IIJA) expire on 30 September 2026, while England has set four years of ring-fenced local road maintenance funding and UK patching contractors are adding machines ahead of winter.

A US funding deadline slows 2026 growth

The National Association of Counties urged Congress on 4 August 2026 to keep full funding levels in any highway program extension as IIJA authorities run out on 30 September. The House Transportation and Infrastructure Committee approved the five-year BUILD America 250 Act by 62 votes to 2 in May 2026, but a full reauthorization is not yet law. US counties, cities and townships are the core buyers of spray injection trucks and hot box trailers, and US governments spent USD 67.1 billion on highway maintenance in 2023. By Growth Market Reports' analysis, growth slows to about 4% in 2026 as agencies wait for multi-year certainty, then picks up again through the rest of the forecast period.

England commits GBP 7.3 billion and ties it to performance

The UK Department for Transport published GBP 7.344 billion of highways maintenance allocations for 2026/27 to 2029/30, rising to GBP 2.134 billion in the final year, and tied about GBP 525 million a year to council performance. Its June 2026 guidance on ending short-term patch-up repairs pushes councils toward first-time, permanent fixes. The need is large: the Asphalt Industry Alliance's ALARM 2026 survey reports that councils in England and Wales filled 1.9 million potholes in 2025/26 and face a record GBP 18.62 billion repair backlog. Contractors are responding with equipment. On 3 September 2026 Sunderland-based Velocity announced a record investment in new machines, taking its spray injection fleet to 50 units.

Truck-mounted spray injection leads

Truck-mounted machines earn the largest share of revenue at 45% in 2025, and spray injection is the largest technology at 38%. One-person spray patchers clean, tack and fill a pothole in a single pass from the cab and need no roller, which cuts the crew needed for each repair. Cut-and-fill systems, such as the JCB Pothole Pro, are the fastest-growing technology because they deliver the permanent repairs that national guidance now favours. By end user, government agencies buy 64% of machines, while contractors are the fastest-growing buyer group as councils outsource patching to specialist fleets.

North America leads, Asia Pacific grows fastest

North America holds 44.0% of the market in 2025, followed by Europe at 24.0% and Asia Pacific at 23.5%, with Latin America at 4.8% and the Middle East and Africa at 3.7%. Asia Pacific is the fastest-growing region at a 6.5% CAGR as China's 5.49 million km highway network and India's national highways move from construction into heavier maintenance cycles. The five largest makers hold about 35% of revenue, and the report profiles more than a dozen active manufacturers across the US, Canada, the UK, Germany and China.

"Pothole patching is moving from crews with shovels to one-operator machines, and the buying decision is shifting with it. Agencies are now asked to prove repairs last, so we expect spray injection to keep its lead on volume while cut-and-fill and infrared machines win a larger share of new orders. In the US, the timing of reauthorization will decide whether 2026 is a pause or a dip."
