Is ad verification a duopoly?

In revenue terms, close to it. The global ad verification software market was worth USD 1.75 billion in 2025 and is projected to reach USD 3.71 billion by 2034, a CAGR of 8.7%, according to the Growth Market Reports ad verification software market report. By our analysis, DoubleVerify and IAS together hold about 77% of that revenue. No third vendor comes close in scale, which is why buyers so often search for the "ad verification duopoly".

Concentration rose when Oracle ended its advertising products, including Moat Analytics, on 30 September 2024, removing the third large measurement brand. Since then the two leaders have both changed direction. Novacap took IAS private for USD 1.9 billion in December 2025, and DoubleVerify agreed to be acquired by Nielsen in August 2026 for USD 13.60 per share. The DoubleVerify merger proxy disclosed a competing indication at USD 14.50 per share, a sign of how much strategic buyers value the category.

The duopoly is not closed, though. The rest of the market, about a quarter of revenue, is split among specialists that win on a specific problem: HUMAN on bots, Pixalate on CTV and app supply, Zefr on suitability inside YouTube and TikTok, Peer39 on pre-bid context, and regional players such as Miaozhen in China and Momentum in Japan.

DoubleVerify vs IAS

Size and growth

DoubleVerify is the larger of the two. It reported 2025 revenue of USD 748.3 million, up 14%, split between activation (pre-bid) at USD 427.3 million, measurement at USD 249.7 million and supply-side at USD 71.3 million. It was founded in 2008, is based in New York and had 1,231 employees at the end of 2025. Growth slowed in 2026: second-quarter revenue was USD 193.8 million, up 3%, and the company withdrew guidance after agreeing to the Nielsen deal.

IAS was founded in 2009 in New York, according to its 2024 annual report. It reported 2024 revenue of USD 530.1 million, up 12%: optimization USD 242.6 million, measurement USD 211.0 million and publisher USD 76.5 million. For the first nine months of 2025 it reported USD 437.6 million, up 16%, before it stopped publishing results as a private company. Lidiane Jones became chief executive in July 2026.

Product mix: pre-bid vs post-bid

Both companies are shifting toward pre-bid tools that block bad impressions before purchase, which is the larger and faster-growing mode across the market, at 53% of 2025 revenue. At DoubleVerify, activation grew 15% in 2025 against 10% for measurement. At IAS, optimization revenue grew 20% in the first nine months of 2025 against 7% for measurement. On social platforms both are pushing deeper: IAS brought independent brand safety and suitability measurement to Threads in October 2025, and DoubleVerify's MRC accreditation was extended to TikTok video viewability in April 2026.

Pricing signals

Neither company publishes a rate card. DoubleVerify discloses an average fee of about USD 0.07 per 1,000 media transactions measured in 2025, down 3%. IAS reported measurement CPMs falling 7% in 2024 and 9% in the first nine months of 2025. At USD 0.07 per 1,000, measuring 100 million impressions costs about USD 7,000; IAS treats advertisers paying it at least USD 200,000 a year as large customers. The report's pricing chapter compares enterprise, DSP pre-bid and self-serve models.

Where each one is stronger

  • DoubleVerify: pre-bid suitability across programmatic platforms, social activation and attention, with MRC accreditation for attention measurement since 2023 and the Ask Neura AI assistant launched in September 2026.
  • IAS: a balanced optimization and measurement offer and a larger publisher business. Its 21st Media Quality Report measured 9.1% invalid traffic on CTV campaigns without optimization against 0.1% with it in the second quarter of 2026.

Pixalate vs Integral Ad Science

This is one of the most searched pairings, and the two tools solve different problems. Pixalate is a fraud, privacy and supply quality platform for CTV, mobile apps and websites, with offices in McLean, Virginia and London. Its MRC accreditation, renewed across 23 areas in February 2023, covers impressions, viewability, sophisticated invalid traffic and server-side ad insertion metrics across CTV, mobile app, mobile web and desktop. Brand safety is not its focus.

Pixalate's research is what earns it attention from CTV buyers. It put the US CTV invalid traffic rate at 19% in Q4 2025 in open-auction programmatic traffic and found 38% of CTV bundle IDs malformed, unidentified or fraudulent in Q2 2025. In September 2026 it launched a CTV pre-bid API mapped to 580,000+ shows across 13,900+ streaming channels, which lets buyers target or avoid content by show without publisher integration.

The practical difference: IAS sells one contract that covers brand suitability, viewability, fraud and optimization across open web, social and CTV, plus tools for publishers. Pixalate is the tool to add, or to choose on its own, when CTV and app supply quality, app privacy compliance or supply-side ratings are the main concern. The same logic applies to Pixalate vs DoubleVerify. Buyers who need brand suitability on social platforms still need one of the two leaders, or a walled-garden specialist such as Zefr, which became the first third party accredited by the MRC for content-level brand safety on YouTube in March 2026.

Pixalate vs HUMAN

Both started in fraud detection and have since taken different paths. HUMAN, formerly White Ops, built its business on detecting sophisticated bots. Its Satori team exposed the BADBOX 2.0 scheme, which infected about one million off-brand Android devices, including CTV boxes, and the FBI warned in June 2025 that the scheme spans millions of infected devices. HUMAN then moved into full verification: its ad viewability measurement earned MRC accreditation in April 2026, and in June 2026 it launched the Ad Integrity Suite, which combines invalid traffic, AI brand safety and suitability, and viewability for advertisers and agencies. For sellers it launched Page Intelligence in October 2025 to expose invalid traffic at page level.

Pixalate stays closer to supply quality and compliance, with a strong CTV data product. Choose HUMAN when bot fraud across web, app and CTV is the main risk or when you are a platform or SSP protecting inventory at scale; choose Pixalate when CTV app and channel quality and privacy compliance matter most. Both are private and independent, which some buyers now value after both leaders changed owners.

How to choose an ad verification vendor in 2026

  1. Map your spend by channel. Heavy social and YouTube spend points to DoubleVerify, IAS or Zefr, because walled gardens only open controls to accredited partners. Open-auction CTV points to adding Pixalate or HUMAN. Buyers focused on CTV can compare vendors in our ad verification for CTV market report.
  2. Decide pre-bid or post-bid first. Pre-bid avoidance usually saves more money than post-bid refunds, which is why it now earns more than half of market revenue.
  3. Check MRC accreditation for each metric you will pay on. Accreditation is granted metric by metric and channel by channel, so read the scope, not the badge.
  4. Ask about ownership plans. With DoubleVerify moving to Nielsen and IAS under Novacap, ask each vendor how contracts, data access and pricing will change over the next two years.
  5. Add a specialist where fraud is highest. Invalid traffic rates on mobile apps and CTV are far above web averages in many markets, so a fraud specialist alongside a full-suite vendor is common. Our ad fraud detection market and attention measurement market reports cover those adjacent tools.
